Hi
it's normal for beginner not to get the beat.

Go out and get yourself salsa cd. Listen to it when you're driving in the car, in the shower, before you go to sleep, and when you wake up in the morning, or hear it 24-7. Try to find the beats by calling out 123-567, or quick-quick slow...quick-quick slow.
The music should pronouce it's rhythmn and feelings if you're are dancing it right. If it doesn't feel right...you're not on it. start again.!!!
When you go to a dance, try to watch really good dancers (watch the instructors). (don't watch the turns and all fancy spins) Just watch how thier feet matching the beat of music. then call out the timing 123-567.

(Now,...if they are dancing on 2 that could get kinda tricky, hopefally they're not.)

I hope this message is helpful for you.
it's very good that you're trying to dance on time with music. Keep on trying, and you'll succeed soon.

when I see people dance off time, it's drive me nuts. I wish I could help them all... oh well.

keep on learning, dancing is fun.
